Mr Huang Zhongwen graduated from the London School of Economics with a Bachelor of Arts Degree in Geography, and Masters of Science Degree in Cities.
He started his career with the Urban Redevelopment Authority (URA) in 2012 as a planner in Planning Policies Department. He was involved in formulation of long-term plans and policies for Transport, Utilities and Underground Space; as well as research on Land Use and Transport strategies. In 2013, he was rotated to Strategic Planning Department, where he led a team that catalyzes planning innovation through Futures Studies on key planning issues as well as the application of Planning Analytics in decision making. He also led in the development of URA’s GIS-enabled Mapping, Modelling and Analysis (GEMMA) platform to support a more integrated planning process.
In his current role as Director, Digital Planning Lab, he spearheads efforts to harness new technological capabilities for digital planning. He leads the department in incubating digital competencies for URA and key partners, accelerating the transformation of planning processes; and fostering innovations and partnerships.
